摘    要:随着反恐、医疗紧急救助、火警和自然灾害救援等紧急呼叫业务重要性的不断提高,在现有网络上利用已有的软交换和网络服务质量技术提供该类服务,可以实现巨大经济和社会效益.为解决现有IP网络上提供紧急呼叫存在的问题,提出了基于SIP的紧急呼叫系统设计方案,详细解析了系统的运行过程,考虑和分析了系统设计方案的实现和实际应用.

Abstract:In face of terrorism,emergent medical aid,fire alarm and disasters,efficient and high quality communication service becomes more and more important.Our society and economy will profit greatly from the emergent communication service based on current Soft-Switch and network QOS technology.In order to solve the problem of providing emergent communication service through current IP network,the design for SIP based emergency call service is proposed,the process of the system function is analysed particularly,and the implement and application of the design is considered and analysed.we propose a design for SIP based emergent call system and analyze the design's implementation and application.
