| 摘 要： | 从生产力和生产关系的角度,科技管理和科学技术发展是相互联系、相互促进的关系。市场经济和高技术的发展,给高校科技管理工作带来了新的机遇和挑战,在新形势下,科技管理思维、观念和工作方式都发生很大的变化。为此,我们应转变观念,采用系统、科学的方法完善科技管理运行机制,提高科技管理队伍的素质,充分发挥科技管理的效能和作用。

| Abstract: | It is analysed that the challenge and opportunity with the development of market economy and high technology,and the change of working and thinking mode in scientific and technical management of the tertiary colleges at this paper.It is discussed that dialectical relationship between scientific and technical management and science and technology with its development, according to the relationship between productive force and relation of production.And apply systematical and scientific method to consumate mechanism of scientific and technical manage- ment,to enhence the quality of scientifc and technical management faculty,to to promote the effect of scientific and technical management. |
