Research on current implementation situation and institutional measures of carpool with Harbin as an example

This paper introduces the research background of carpool as a new way of travel and enormous importance to ease the city traffic pres-sure and energy-saving and emission reduction. Taking Harbin as an example,paper analysis the status of implementation,discusses the vulnera-bility from the aspects of organization management,security and trust issues,and puts forward the institutional measures. Finally,paper elabo-rates the significance of easing city resident ride in travel difficulties,traffic jam,city environment and civilization construction.
