| 摘 要： | 针对油气企业资源和生产安全发生的违法犯罪行为的危害性极为明显,该类违法犯罪行为有不同于其他违法犯罪行为的特点。当前理论界尚缺乏系统化的研究。结合我国油气企业资源和生产安全的现状,从法学理论的角度进行了分析和总结,提出应从提高执法水平,改革法律制度,避免地方保护主义,调整原油管理体制方面着手解决这一问题。

| Abstract: | Harmfulness of illegal and criminal behavior is extremely obvious occurred with resources and production safety in oil and gas enterprises, this kind of behavior is quite different from other kind. So far, it has not been studied systematically in theory circle. Combined with present status of resources and production safety in oil and gas enterprises, analyzed and summed up form the point of law, presented the problems should be solved by means of heightening law enforcement level, reforming law system, avoiding local protectionism, adjusting management system of oil management. |
