| 摘 要： | 制约项目建设的第一因素是国家的产业政策,产业政策分为鼓励类、限制类、淘汰类以及允许类。环境评价工作需特别关注限制类和淘汰类内容。违反国家产业政策的单位将受到法律、行政处罚。
