关于水、火电成本,比重及投入产出问题

摘    要:建行署名文章提出,水电成本是火电的3.57倍,是完全不实的。水火电比重是建设成就的统计数,不是决策的先验依据.在我国七大电网应因地因时分别制定水火电发展策略。水电的初始投入一般大于火电,但水电的产出应从水资源综合利用的效益全面考核.所谓水电投入太多,产出太少,与事实严重不符.


On the Problem of Hydropower Versus Thermopower their Ratios Casts and Benifits
Abstract:The statement jianhang The article that the cost of hydropower is 3.75 times that of thermoPower is absurd.The ratio of hydropower to thermopower is not a strategical guide to set a priosity at all when de- veloping a power network but in merely a statistical figure after its completion.Each of the seven mojor power networks in China has been abvelpeot in accordance with a strategy baset on into actual circumstan- ces.The initlal cost of hydropower is generally higher than that of thermopower of the same came capacity but the henifit derived from hydropower should be duly assessed at the end of the overall utilization of water resources.The comment in the above-mentioned paper insisting that hydroPoWer as an enterprise is casting much but yielding little is groundless.
