美国国防供应链山寨电子零部件事件的思考与启示

贸易全球化进程中电子零部件供应商分布世界各地,相关山寨货源成为各国装备采购质量控制不可回避的问题。美国国防部山寨电子零部件事件正是这一问题的现实写照。在全面分析美国国防部关于山寨电子零部件的几次重大调查报告的基础上,得出对独立经销商过分依赖、采购方式的变化、松散的库存管理、检测程序不严格、检测手段技术相对滞后、问题上报机制不健全等构成了山寨电子零部件渗入美国国防供应链的原因,总结美国的教训,提出贸易全球化背景下我军电子零部件采购的对策与建议。

Thoughts and Enlightenments of the Flood of Counterfeit Electronic Parts in the US Department of Defense Supply Chain

With various suppliers of electronics part spreading all around the world under the trade globalization ,the counterfeit source highlights the equipment procurement quality control prob-lems that all countries have to face .The flood of counterfeit electronic parts in the US Department of Defense supply chain is just a realistic portrayal of this issue .Based on several great investigation re-ports of the flood of counterfeit electronic parts in the US Department of defense supply chain ,the reasons of this event are mainly discussed in this paper w hich includes reliance on independent distrib-utors ,the changes of procurement methods ,weakness of inventory ,loose detection programs ,lag-ging of detection techniques and the unsound reporting mechanism ,etc .Concluding the lessons from US ,under globalization ,the suggestions and solutions related to the electronic parts procurement of China＆#39;s military are put forward .
