中国的城市化之路怎么走

针对我国城市化发展中存在的主要问题,在重新审视与城市化相关国情的基础上,着重探讨了城市化发展模式的演化前景以及城市规划的作用与对策。认为由于制度背景基本不变,我国城市化发展的基本面不会改变,但格局会有所改变,城市间分异可能会出现;城市化发展的主动拐点或许不存在,但可能出现基于生态系统崩溃的被动拐点。城市规划作为国家管理城市化过程的主要政策手段之一,既要顺应城市化的发展规律,又要尽可能地化解城市发展中的弊病和负外部性,避免生态系统的崩溃。总体思路是借鉴大禹治水,堵疏结合,一方面转变思维方式,另一方面优化行动措施。

The Path of China's Urbanization

Targeting major problems in China’s urbanization process,the paper discusses the prospect of urbanization in China as well as the roles of urban planning. It is argued that owning to limited institutional changes,urbanization will largely follow old trend except that locality differentiation will become more conspicuous. An inflexion point of the urbanization process may not take place spontaneously; however,the collapse of the eco-system may prompt the system to take another path.Urban planning,as a major policy means for the state to manage the urbanization process,needs to respect the internal logics of urbanization while at the same time try to resolve the problems and negative externalities in urban development, including preventing the collapse of the eco-system.Therapeutic and preventative measures should be combined to make policies more effective.
