| 摘 要： | 在西部大开发中，基础设施和自然资源对开发的进程固然起着决定性的作用，但西部地区的开发政策、教育水平、人才意识、法制环境、思想观念、精神文明程度、政府形象等软环境也是非常关键的因素。本文就其中几个软环境因素对西部大开发的影响谈一点自己的看法。
