建设工程安全生产责任矩阵的构建及应用

我国建筑业安全生产形势严峻,责任分配不合理、责任履行不落实是事故频发的重要管理原因。为明确建设工程各相关方的安全责任及安全管理的职责与范围,以我国现有的法律法规为基础,参考发达国家及先进地区的立法经验,借鉴国内外先进企业在安全管理中的最佳实践,结合作者多年研究的积累,构建建设工程安全生产责任矩阵。该矩阵以横轴表示建设工程各主体,以纵轴表示建设工程全寿命周期中的各个阶段,各个主体与每个阶段的交汇点则是该主体在该阶段应该承担的安全责任。利用该矩阵,可从理论上梳理建设工程各主体在建筑全寿命周期内的安全责任及管理流程,为完善我国相关法律法规提供参考;在工程项目安全管理实践中,有助于建设工程各方安全责任的落实,提高安全管理绩效。

The establishment and application of construction safety responsibility matrix

In China,construction accidents have been frequently occurring for decades,of which ill-defined critical managerial responsibility and impractical safety responsibility assignment have been the main cause.In this study,based on regulations and best practices of both China and abroad,Responsibility Assignment Matrix is employed to help establish a Construction Safety Responsibility Matrix,whose horizontal axis represents stakeholders and vertical axis represents construction phases,so as to make each stakeholder’s safety responsibility explicit in the life cycle of a construction project.This matrix can generate stakeholders’ safety management process and can function as a reference to the revisions of the relevant laws and regulations.
