| 摘 要： | 随着电信市场出现IP电话等新业务形式，直接带来了电信资费的下降。通过对该现象的深入分析，认为新投资必须要带来新业务，新收入．否则，新增资本将不可避免地与沉积资本进行激烈竞争，导致市场业绩整体不佳。因此。政府应把握新投资的进入时机，并在不同情况下对新入者与在位者分别采取相应的监管政策。

| Abstract: | The emergence of new services such as IP phone directly results in the reduction of telecom tariff. Through thorough analysis on this phenomenon, the author considers that new investment has to bring new services and new incomes, otherwise, the severe competition between new capital and sunk capital is inevitable, and it will result in poor market performance. Therefore. the government has to Srasp the timing of new investment entrance, and take regulation measures to new comers and existing capital according to different situation. |
