符合国情的统一开放的电力市场体系研究

分析了我国电力市场体系选择所面临的基本形势，讨论了单一省级电力市场模式、单一区域电力市场模式和三级电力市场体系模式的利弊，认为三级电力市场体系综合考虑了资源优化配置等多方面因素，符合电力市场的发育和成长规律，是一个成本小、收益大且能够循序渐进实现电力改革长远目标的市场模式，应作为我国电力市场体系的基本模式。在借鉴了国外经验的基础上提出了逐步实现三级电力市场统一开放的基本途径。

Study on Consolidated and Open Electricity Market System According with National Conditions of China

A systemic analysis on present condition of system reform of electric power industry in China as well as the basic situation that the electricity marketing system is faced with is conducted.The advantages and disadvantages of single provincial electricity market mode,single regional electricity market mode and three-level electricity market system mode are analyzed respectively in detail.The authors think that in three-level electricity market system mode many factors such as optimal collocation of resource and so on are synthetically taken into account,thus this mode conforms to the laws of development and growth of electricity market and is a marketing mode with low cost,high income,under this mode the long-term goal of system reform of electric power industry can be implemented in proper order,so the three-level electricity market system should be a basic mode for the establishment of electricity market system in China.Finally,on the basis of drawing lessons from overseas experiences,a fundamental approach to realize the consolidation and openness of three-level electricity market is proposed.
