| 摘 要： | 实施代建制管理模式是目前国内政府投资项目的一项新措施,模式能够有效地将投资、建设、管理、使用四环节分割开来,使各环节更加的专业、高效。同时在应用中也暴露了一些不足,如法律定位不清、责任划分不明等问题,本文将结合实践研究该制度的利弊,阐明作者的观点。
