基于输配电价约束的配电网投资规模优化模型

摘    要:综合考虑电网公司配电网投资能力与需求,应用系统动力学理论,构建基于输配电价约束的配电网投资规模优化模型,提出输配电价约束下的配电网投资规模优化策略。在此基础上,应用该模型对某省级电网输配电价监管周期内的配电网投资规模进行仿真优化。算例结果表明输配电价监管下的配电网准许投资规模可以满足保障系统安全运行的配电网投资需求,政策公益性项目投资则需要根据电网实际运营情况合理规划。

Abstract:This paper considers the distribution network investment capacity and demand of power grid company, applies the theory of system dynamics to establish the optimization model of distribution network investment scale based on transmission and distribution price constraints, and puts forward the optimization strategy for the distribution network investment scale under the transmission and distribution price constraints. On the basis of the model, the distribution network investment scale of a provincial power grid within the next transmission and distribution price regulation period is simulated and optimized. The results of the example show that the investment needs of system safety operation can be met, and the investment of public welfare project needs to be rationally planned according to the actual operation of the power grid.
