The planning of coordinated developmentof town concentrated areas should take as its guid-ing principle the implementation of the scientific viewof development and break away from the restric-tion of the traditional administrative boundary in guid-ing the mobilization and concentration of productionfactors according to the principle of overall progress,centralized development and intensive managementso as to promote the regional integration. It is im-perative to carry out the "governance over spatialdevelopment" and strengthen the government's ef-forts in overall control of the regional economy andsociety as well as resources and environment. Asfar as the implementation of the planning isconcerned, it is necessary to renovate the man-agement system and perfect the regional coordina-tion mechanism.
