我国己建成的油气管道长达2万多公里，其中相当部分的在役管道已进入了后期事故多发阶段。如何提高管道系统的安全运行水平，降低事故发生率，已是刻不容缓亟待解决的问题。文章分析了我国油气管道安全管理所面临的隐患，综述了国际管道完整性管理的进展及我国在这方面尚存在的主要差距。进而建议从建立和健全相关法规、标准，根据不同条件，制定不同层次、分阶段实施的完整性管理计划，加强管道安全的科研及成果应用，选定典型管线进行完整性管理试点等方面着手，逐步提高我国油气管道安全管理水平。

GRADUALLY FULFILL INTEGRITY MANAGEMENT OF OIL/GAS PIPELINE IN CHINA 1)

The oil/gas pipelines built in China up to total more than 20,000 Km. long. And rather pipelines have been in the late stage of easy accident-happening period. It is the urgent problem to be solved how to improve the safety level of pipeline operation and decrease the accident-happening rate. The article discusses the potential threats faced by the safety management of oil/gas pipelines, describes the progress of pipeline integrity management at abroad, points out the major shortages comparing with foreign developed countries, and suggests making and improving the relative regulations and standards. Also, according to the different level, the integrity management plan that will be fulfilled stage by stage should be made. The application of the research results for pipeline safety should be strengthened. Typical pipelines should be taken to conduct the pioneer tests to improve the safety management level of oil/gas pipelines gradually in China.
