| 摘 要： | “办会”是各级党政机关的重要职能。尽管目前有多种会议的组织形式，但传统的面对面的会议方式仍然是主要的会议组织形式，因此“办会”也是电子政务建设的重要内容之一。大型会议的会务管理是一项非常繁重而压力大的工作。文章分析了党政机关会务管理工作的需求，实现了一个会务管理系统，讨论了一种随需应变的软件开发模型。
