| Abstract: | After analyzing the problems concerned with construction costs, heat pricing, heating quality etc., tenders advices in respects of political and financial supports from governmental authorities, implementation of pilot projects, making out related regulations and standards and developing appropriate metering devices, and discusses the methedology of heat metering and cost allocation. |
