浅议城市水资源亚利用问题

随着社会、经济的发展和城市化进程的加快,城市水资源短缺的状况日趋严重.本文在深入了解国内外城市水资源利用状况的基础上,阐述了目前水资源利用中隐藏的问题,提出了城市水资源亚利用问题,利用价值论的观点描述了其内涵并且分析了它具有隐蔽性、相对性、区域性和时代性的特性,从定性和定量两个方面简单地讨论了其评价问题,提出了三个方面的解决措施.此问题的提出为我国水资源更有效地利用、建设节水型社会提供了新的要求、思路、和措施.

Discussion on the Subuse Issues of the Urban Water Environmental Capacity

With the development of social, economic and process of urbanization, the urban water resources shortage situation has become increasingly serious. Based on in-depth understanding of urban water use at home and abroad, this paper elaborated the hidden problems of water use at percent and put forward the city water-subuse issues. It described the connotation by the value theory and analyzed its characteristics of concealment, relative, region and era. It simply discussed its evaluation problem from the qualitative and quantitative, and proposed three solutions. This problem provides new requirements, ideas, and measures for effective use of water resources and building a water-saving society.
