Economic reasons of "Occupying Resources" phenomenon and countermeasures

The so-called occupying resources is a phenomenon that hydropower developing companies search for places in south-west China where hydropower is rich and cooperate with local governments for occupying potential hydropower resources. The reasons include desire of making profit and stimulation by reform of power industry and resources allocation system in the country. Through economic reason analysis, it is found that damages might be caused by out-of-control development and thus measures are raised for preventing adverse impact to the environment and ecosystem by speed competition and out-of-control development, promoting sustainable development of water and ecological environment protection.
