地球观测领域国际科技合作现状、趋势及启示

应对全球气候变化对人类社会生存带来的影响是全世界的共同责任。进一步认识地球、关注地球发展规律,保护人类共同家园已成为世界各国政府的共识。共同发展地球观测技术,提高对地观测能力成为新世纪世界各国的共同要求,因此,地球观测领域国际科技合作成为进入21世纪以来国际科技合作的主流。建立该领域有效的国际科技合作机制,了解国际对地观测的最新技术和相关活动,及时制定和调整我国的相关工作计划,为我国该观测领域发展提供重要的依据,已成为迫在眉睫的工作。本文在介绍地球观测领域国际合作发展现状基础上,通过分析地球观测领域发展趋势,提出发展我国地球观测领域国际科技合作的建议。

Analysis on Status and Trend of International Cooperation in Earth Observation Area and the Enlightenment to China

The responsibility of coping with the challenge of global climate change, which is causing serious impacts on living environmental circumstance of human beings＇ society, is supposed to be shared by all countries. Improving understanding of earth, studying the earth development and, protecting earth have become the common view among all governments in the world. Developing the earth observation （EO） technology and improving the capability of EO collaboratively is becoming the new century＇s consideration by the world. Therefore, internationally scientific and technological cooperation in EO area is becoming the dominated trend among all the co- operations. To establish an efficient mechanism of international cooperation, understand the new technology and activities and, formulate and adjust our working plan is becoming an urgent domestic task in China. On the basis of the introduction about international cooperation and development status in the Earth Observation （EO） area, through the analysis of the trends of international cooperation in EO area, this paper brought forward the proposals of strategic plan for the development of international cooperation in EO area in China.
