中美珠宝首饰评估目的的客观差异及相关问题讨论

评估目的对珠宝首饰的整个评估过程有着重要影响,一方面它体现着社会对评估的需求,是珠宝市场发展成熟程度的反映;另一方面它是评估过程中选择价值类型的重要前提。通过比较发现,目前中美珠宝首饰评估在目的与需求上客观存在着较大的差异,这些差异主要是由经济、法律、文化等社会环境及中美珠宝产业自身的特性决定的。在中国现实环境下,制定符合我国现阶段发展需要的珠宝首饰评估法律、法规及技术标准,尽快统一涉及不同评估主体的珠宝首饰评估准则及技术标准是急切需要解决的问题。

Objective Differences of Jewelry Appraisal Purposes between America and China and Discussion on Related Issues

The appraisal purpose has an important influence on the whole process of jewelry appraisal, which on the one hand reflects the needs of the community and the maturity of the jewelry market, and on the other hand, is an important prerequisite for selecting value types in the appraisal process. The comparison in this paper shows that there exist considerably objective differences in the purposes and the demands of the jewelry appraisal between America and China, which are due greatly to the social environments in economic, legal and cultural regards and the diversity of American and Chinese jewelry industries. Consequently under the actual circumstances in China, to establish certain laws, regulations and technical standards on jewelry appraisal, in line with the needs of the current development,and to unify the jewelry appraisal guidelines and technical standards in different appraisal communities are in urgent need of solution.
