The paper analyzes the basic characteristics of traditional water supply enterprises and the status quo of domestic water market. A fundamental pattern is proposed for the integration of resources, expansion of scale, cultivation of entity and extension of the industry in traditional large-scale water supply enterprises. The paper also points out that traditional large-scale water supply enterprises should establish two relatively independent legal entities - a local water supply operation company and an operation company for water investment in other areas. Water projects in other areas should be developed, operated, constructed and managed under guarantee of local water supply and infrastructure construction. The organization and establishment ways, ownership patterns, financing channels, business scopes, relationship with the government, and operation patterns of the two independent legal entities as well as their relationship are documented. Finally, the prospect of the development approach is foreseen.
