| 摘 要： | 大用户直购电作为一项探索性目标，应纳入我国电力体制改革、电力市场的系统建设中统筹考虑。开展大用户直购电需要从思想认识、市场研究、电价体制、配套法规和政策等多方面着手，与各区域、省电力市场建设的实际情况相结合，积极稳妥进行。

| Abstract: | Large users purchasing energy directly is as a probe aim which should be input into our national power system reformation and taken into account in power marketing system construction. It should start with the aspect on thought knowledge, market investigation,tariff system,correspondent law and policy.And it should be combined with practical power market construction circumstance of each region and province and proceeded actively and steady. |
