配网建设项目准入体系研发

针对省级电网公司配网建设项目准入机制可操作性和实用性有待提高的问题,构建了基于单项目/项目群综合评价体系的配网建设项目准入体系。该体系首先在省级电网公司利用原有投资分配方法得到下级供电企业投资分配结果的基础上,辅助省级电网公司利用项目群评价结果对下级供电企业的投资分配结果进行修正;然后以所分配的投资额度为约束,利用单项目评价与排序结果来辅助地级市供电企业进行项目确定,进而有效提升投资分配的合理性与项目选取的科学性。

Development of an Assessment System for the Planning Distribution Network Projects

Aiming at the problems that the maneuverability and practicality of distribution network projects assessment mechanism should be improved in provincial power grid companies, the paper constructs a set of assessment system for distribution network projects based on the single-project comprehensive evaluation system and project group comprehensive evaluation system. Firstly, based on the investment division results of lower power supply using original investment allocation methods at provincial power grid companies level, the system is used to assist provincial power grid companies to revise investment division result of lower power supply using project group evaluation result. Secondly, with distribution investment as constraint, the system is used to assist local power supply bureau to carry out project identification using single-project evaluation result and sorted result, so as to improve pertinence of investment distribution and scientificalness of oroiect selection.
