论"以水库调控为中心"的治黄方略

在王化云“蓄水拦沙”治黄思想的基础上,提出了“以水库调控为中心,上中下游一体治理,兴利与除害并重,水、土、沙资源充分利用”的治黄新方略。分析认为,应抓紧把现有的黄河控制水库体系完备起来,从根本上消除下游特大洪水的威胁,并尽可能实现洪水资源化;在此基础上,对下游河道实行缩窄整治,并做好河口流路规划。为保证水库群的正常运行,当务之急是在多沙支流上建大中型拦泥库,有效地减少入黄沙量。此外,还要改善水库调度的方法,并引入其他措施,以减少水库及下游河道的淤积。各种措施都要围绕着“水库调控”这个中心,互相协调,以取得“兴利除害”的最佳效果。

In addition, it also should improve the methods for reservoir regulation and introduce other measures for reducing the deposition in reservoirs and lower river channels. All measures should around the central task of " reservoir regulation and control" and coordinate each other for achieving the best effects of " promoting what is beneficial and abolishing what is harmful" .
