建筑节能领域开展CDM的探讨

在我国,建筑能耗在总能耗中的比例很大。建筑节能可有效减少温室气体的排放,对于降低建筑能耗、实现我国能源的可持续发展具有重大意义。清洁发展机制(Clean Development Mechanism,CDM)是基于《京都议定书》框架下的一种新型机制,它可实现双重目标:既能帮助发展中国家实现可持续发展,又可帮助发达国家履行其温室气体减排的承诺。CDM作为全球碳市场的一部分,在我国发展迅速,但在建筑节能领域,发展较为滞后。本文通过对建筑节能CDM方法学适用性的研究和建筑节能CDM项目现状的分析,指出了CDM项目开发中的障碍,并提出了应对这些障碍的建议。
