摘    要:论述国企人力资源管理中存在重管理、轻开发,企业人力资源管理与企业发展战略严重脱节等问题.并提出人力资源管理应该做好引导管理者转变观念、真正树立以人为本的理念,建立企业技术创新机制,在创新中求发展.

Abstract:Problems existing in management of human resources of state owned enterprises, such as paying more attention to management and less to development, management of enterprises human resources is out line of enterprises development strategy and so on, are discussed, and changing managers concept, setting up an ideology of human beings first and a new system for bring forth new ideas in enterprises to seek development are put forward in this paper.
