摘    要:采用江苏省2008—2017年统计资料,从经济、生态环境和水资源三方面构建水资源承载力评价指标体系;采用改进的层次分析法确定评价指标权重,利用改进的TOPSIS模型综合评价江苏省水资源承载力,并利用障碍度模型系统诊断了影响江苏省水资源承载力的障碍因子。结果表明:2008—2017年江苏省水资源承载力整体呈逐渐上升趋势,水资源的可持续利用有效支撑了经济社会的高质量发展;供水模数和耗水率是制约水资源承载力水平的两个主要障碍因子。

Abstract:Using statistical data of Jiangsu Province from 2008 to 2017, a water resources carrying capacity evaluation index system was constructed from three aspects including economy, ecological environment and water resources. The improved analytic hierarchy process was used to determine the weight of the evaluation index. The improved TOPSIS model was used to comprehensively evaluate the water resources carrying capacity of Jiangsu Province, and the obstacle degree model was used to systematically diagnose the obstacle factors affecting the water resources carrying capacity of Jiangsu Province. The results show that the overall water resources carrying capacity of Jiangsu Province has gradually increased from 2008 to 2017. The sustainable utilization of water resources has effectively supported the high-quality development of economic society. The water supply modulus and water consumption rate are two main obstacle factors restricting the level of water resources carrying capacity.
