| Abstract: | Evaluating the effectiveness of C~4ISR systems is an important task in developing, using and optimizing C~4ISR. In this paper, the effectiveness of C~4ISR system is analyzed firstly, and the synthetic effectiveness evaluation index is put forward in detail. A basic framework on the evaluation of C~4ISR is proposed. |
