电气倒闸操作及误操作分析

对电气设备进行倒闸操作是变电站运行人员的一项主要工作任务,要求严格按倒闸操作规定进行操作,正确履行工作职责,满足施工安装、检修试验、运行方式调整、事故处理等工作需要.反之,若技术防护有缺陷、组织管理有漏洞、运行人员技术水平与责任心较差,则极有可能导致误操作事故的发生.通过对电气倒闸操作、倒闸误操作定义的界定,结合北京供电公司10余年来所发生的误操作事故案例,就有关问题进行分析探讨并提出建议,达到防止误操作事故发生的目的.

Analysis of electric operation and operational errors

It is a main task for the operator in substation to operate the electric equipment. It is necessary to operate the electric equipment strictly according to the operating regulation, to fulfill the duty of working correctly, to meet the requirements of construction installation, overhaul testing, adjusting the operation mode, handling the faults. The defect of technical protection and management, and lower technology level and poor sense of responsibility which operators have, may lead to the mistaken operation and accident. This paper discusses and analyzes the relevant problems combined with the mistaken operation and accident occurred in Beijing Power Supply Co. in more than 10 years, according to the definition of electric operation and operational errors, and puts forward the suggestions to prevent operational errors and accidents.
