| 摘 要： | 江苏省渠南灌区在供水由间接收费向直接收费转变的过程中,一些农户受相关政策调节的影响和水稻病虫害的干扰,希望免费用水,形成拖欠或不愿上交水费的错误思想,影响到水费收取工作的开展。对此,提出了需要采取的对策措施和政策建议。

| Abstract: | During transferring process of water charge collection from intermediate to direct in water supply of Qunan irrigation district in Jiangsu Province,some farmers had expectations of using free water for irrigation due to the influence of some policies and disturbance of paddy pests.So they delayed or were unwilling to pay water charges,which caused trouble for water charge collection.The author thus puts forward countermeasures and makes policy suggestions. |
