国际宽带政策比较研究

随着信息通信技术发展以及互联网新业务新应用对人们生产和生活的影响日益加深,承载网络数据信息的宽带已经成为一国关键性的信息基础设施。在当前金融危机影响仍然突出,全球经济增长不确定性仍然较强的情况下,主要发达国家和地区、主要新兴大国纷纷提出了国家宽带战略,明确了宽带发展的战略目标和路线图,通过刺激性政策措施支持本国宽带产业的发展。我们应充分借鉴国际上宽带发展的先进经验,并结合我国宽带产业发展实际,研究、提出我国加速宽带网络建设和加快宽带经济发展的总体思路、路径和保障措施。

Comparative Study on Global Broadband Policies

With the development of information communication technology and the influence of Intemet on the world deepening, broadband bearing information data has become a key information infrastructure for one country. During the period of the financial crisis, the main developed countries and regions, the main emerging powers have proposed the country broadband strategies, including the targets, the roadmaps and supportive measures. We should fully learn experience from international experiences of broadband development, and propose the strategy of speeding up Chinese broadband network construction, and broadband economic development basing on our broadband industry development situations.
