对基准地价更新的原则与基本思路的探讨

摘    要:基准地价更新是地产市场发展的客观必然要求,可以为政府制定合理的地价政策和投资者对未来地价进行科学预测提供参考依据.本文探讨了基准地价更新的基本原则:准确性原则、比较性原则、重点性原则、最佳利用原则和预期性原则.在此基础之上,探讨了基准地价更新的基本思路:重新估价变更法、重新定级变更法和级别界限逼近法.同时阐述了基准地价更新的基本程序,着重阐述了级别界线逼近法的技术路线,以期对完善基准地价更新的测算方法提供参考依据.

Abstract:Fiducial land- value renew, as the objective inevitable requirement of the land market development, can be the important reference for not only the land- value enacted by government reasonably but also the future land- value forecasted by investors scientifically. This paper discusses the basic principles on fuducial land- value renew, such as: accuracy principle, comparison principle, focus principle, optimization principle and anticipation principle. Just based on these principles, some basic methods on fiducial land - value are discussed, as reassessment variation method, regarding variation method and classification limit approach method. This paper focuses on exploring the technical route of the classification limit approach method and expatiates on the basic procedure of the fiducial land - value renew in order to refer the reference for perfecting the methods of fiducial land - value renew.
