贵州省水电开发环境保护状况及对策探讨

贵州省资源丰富,其中全省水能资源理论蕴藏量(10 MW以上河流)1 584.37亿kW.h,居全国第6位。随着西部大开发的实施及西电东送工程的启动,贵州省水电迎来了开发热潮,全省水电开发形成了以大型为主、中型为辅、小型补充的格局。但是,随着水电建设力度加大,其环境问题日益凸现,社会关注程度加大。尤其是流域梯级水电建设影响范围广、因素复杂、周期长,有些影响具有累积和滞后效应,甚至还有一些不可逆的影响。因此,在大力发展水电的同时,必须加强环境保护,做好流域水电开发规划及环境影响评价,保护江河流域生态环境,以促进我省经济效益、社会效益和环境效益的协调统一发展。

Study on Countermeasure & Status of Environment Protect in Hydropower Development of Guizhou Province

The water resources are rich in Guizhou Province.At present hydropower development the status has formed that large hydropower stations are main,middle ones auxiliary and small ones replenish.But in hydropower development attention has been played by society to some problems with environment.Special in hydropower cascade development of a basin,because its influence scope is large,factors complex,period long,some influences have had effects of accumulation and delay,some even can not be reverse.Therefore,before developing a river,the development planning of the river and appreciation of environment influence must be done. And in development hydropower protecting environment and ecological system of the river must be strengthened.
