| 摘 要： | 随着中国经济的快速发展,建筑规模和投资逐年增加.然而,建设安全监管能力与日益增大的工程建设规模不相适应,监管效能出现层层衰减问题.本文分析了建设安全监管体系面临的处境,存在的问题,以及发展趋势.并根据行政管理制度改革的目标以及事业单位改革的要求,探讨了优化和发展建筑安全监管体系的措施和方法.
