| 摘 要： | 河道中可以利用的砂石资源首先是构成河床的主要要素,在某些特定条件下,才是一种可以加以利用的自然资源.如何对河道采砂实施规范的管理,已成为政府、社会和人民群众关心的热点问题.简述河道采砂管理体制的现状,分析在管理体制不顺的情况下采砂活动中存在的问题,介绍了长江采砂管理取得的成效,提出了加快推进全国河道采砂管理立法的建议.

| Abstract: | Sand and rock resources in river courses are key elements that formed the riverbed and also can be used as natural resources under specific conditions.How to regulate sand excavation has become the hot topic issue concerned by government,society and general public.The current situation of sand excavation management is described.Problems with sand excavating activities especially existence of ineffective management system are evaluated and achievements are summarized.Finally,suggestions of accelerating legislation process are raised. |
