基于四川调研的国家移民后扶政策实施满意度及其影响因素分析

基于国家移民后期扶持政策实施的大背景,构建了移民政策满意度模型,并利用多元Logistic计量模型通过对四川省3个地(市)1 192户移民实地调研,实证分析了影响移民后扶政策实施满意度的主要影响因素,包括移民家庭人口数量、住房情况、土地资源、收入情况和项目情况等.结论:移民对后扶政策的满意度总体较高,尤其是直补资金发放政策的满意度最高;移民比重较大的区域和家庭是后扶工作的重点对象;应制定合理的直补资金扶持标准;应开展项目扶持,改善移民生活水平.并以四川省简阳市雷家乡响坛村为个案,进一步佐证了上述研究结论.

Satisfactory degree of resettlements to late-stage supporting policies and influential factors based on investigation in Sichuan Province

In order to understand the satisfactory degree of resettlements to late-stage supporting policies,a polyphyletic logistic model is used during the survey of 1192 households in 3 prefectures or cities in Sichuan Province.The main influential factors to the satisfactory degree are evaluated including number of people in each household,house condition,land and income as well as project implementation.It is concluded that the degree of satisfactory is comparatively high,especially direct subsidy policy.The areas with high percentage of resettlement should be the target for later support by defining appropriate standard of direct subsidy,implementing project and improving their living standard.The study result is further demonstrated by the example of Xiangtan Village of Leijia Town of Jianyang City in Sichuan Province.
