构建中国特色绿色水电评价和认证体系

我国水电建设走过了100年,水电开发迎来了新机遇,也面临着环境保护目标更高、移民安置更难等新挑战。构建符合我国经济社会发展阶段的绿色水电评价体系,开展绿色水电认证,增强水电开发者在规划、建设和运行过程中的生态环境保护意识,将有效缓解水电开发与生态环保、移民等之间的矛盾,引导水电全面、协调和可持续发展。借鉴国外经验,结合中国国情,初步探讨了构建我国绿色水电评价指标和认证体系等问题。
