| 摘 要： | 稀缺资源社会定额管理是一种创新的社会经济管理制度。实行稀缺资源社会定额管理是资源管理的重要方法，是合理消费稀缺资源的基础，。它在倡导全民节约稀缺资源，促进稀缺资源科学、合理消耗，实现稀缺资源公平消耗，提供行为评价准则等方面发挥重要功能。实行稀缺资源定额管理制度，是一项复杂的系统工程。需要社会各种力量广泛的协调、配合、支持。

| Abstract: | The society quota management of scarce resources is a kind of creative management system of social economy.Implementation of the society quota management of scarce resources is an important method of resource management and is the foundation to reasonably consume the scare resources.It plays an important role in proposing all people to save the scarce resources,promoting reasonable consumption of the scarce resources so as to realize fair consumption of them,and providing evaluation standards of action.The implementation of the society quota management of the scarce resources is a complex system engineering and needs extensive coordination,cooperation and support of various social forces. |
