防汛抗旱工作是一项复杂的系统工程.用系统的观点将防汛抗旱工作发展分为"只见森林,不见树木""只见树木,不见森林"和"又见树木,又见森林"三个阶段,从哲学、基础理论、技术科学、工程技术四个层面构建防汛抗旱工作体系,对认识防汛抗旱工作提供了全新的方法,为推行"两个转变"提供了有力的理论支持,对新时期防汛抗旱工作具有现实意义.

Systematic Thinking on Flood Control and Drought Relief

Flood control and drought relief is complex system engineering. It is divided into three phases of "only see forest but not trees", "only see trees but not forest" and "see both forest and trees" in system perspectives. Furthermore four layers are formed for flood control and drought relief work system, in terms of philosophy, basic theory, science and engineering. A new method is proposed for recognizing flood control and drought relief work, which provide a powerful theoretical support for promoting "two transfers", and of great meaning to flood control and drought relief work in the new age.
