婴幼儿配方乳粉生产许可制度实施情况研究与对策建议

婴幼儿配方乳粉的监管, 是我国食品安全监管落实“四个最严”要求最集中的体现。2018年国务院机构改革之后, 监管机构及职能发生改变。本文基于对全国24个生产婴幼儿配方乳粉的省(自治区、直辖市)的调研, 收集整理分析各省婴幼儿配方乳粉生产许可工作在机构人员、材料受理审查、现场核查、许可发证、证书延续及变更等环节的特点, 归纳出生产许可实施的4种模式。结合我国监管实际, 剖析目前婴幼儿配方乳粉生产许可在政策法规制定、配方注册和日常监管工作责权划分及人才队伍建设等方面存在的问题, 建议继续完善配套生产许可法规和技术规范, 强化生产许可与产品配方注册管理及生产过程的事中、事后监管的有效衔接, 同时加强食品安全检查员和基层日常监管人才队伍建设。

Countermeasures and research on the implementation of infant formula milk powder production licensing system

Based on the investigation of 24 provinces (autonomous regions and municipalities directly under the central government), there were collected and analyzed the characteristics of administrative approval, technical review, production license and sampling inspection of infant formula milk powder in each province, as well as summarized four production license management modes. Combined with the actual situation in our country, in view of the current work in policy formulation, cohesion and regulatory problems existing in the aspects of team building, it suggest that we will continue to improve the matching product formulation registered production licensing regulations and technical specifications, enhance product formula registration management and production process of regulatory approaches, and strengthen the supervision of food safety inspectors and the daily talent team construction
