石羊河流域水资源可持续利用对策

摘    要:通过对石羊河流域1980~2004年水资源量分析,可知下游蔡旗站在1980年、1990年、2000年、2002年和2004年的泄水量分别为2.38亿m3、1.79亿m3、1.24亿m3、0.84亿m3和0亿m3,表明石羊河流域水资源已达到极度开发利用.同时引发了天然植被大面积死亡,土地沙漠化、盐渍化,植被退化,物种减少,自然灾害加剧等一系列生态问题,为此结合该流域资源性缺水的实际情况,为了实现水资源持续利用提出了采用依法和经济杠杆、重复利用模式、跨流域调水、生态环境建设等对策.

Abstract:According to the assessment of water resources in the Shiyang River Basin, it is known that from 1980 to 2004, river flows of the Caiqi Station in the lower reaches of the river are 238 million m3 in 1980, 179 million m3 in 1990, 124 million m3 in 2000, 84 million m3 in 2002 and 0 m3 in 2004. It shows that water has been used to its extreme in the Shiyang River Basin. As a result, many ecological problems are raised, for example, death of large areas of natural plants, land desertification, salinization, vegetation degradation, species decrease and increase of natural disasters. In order to realize sustainable utilization of water resources in the river basin, measures are put forward on the basis of actual conditions of water shortage in the river basin, such as enforcement of law and regulations, use of economic leverage, encourage repetitive use of water, across-basin water transfer and ecosystem improvement.
