| 摘 要： | 煤炭规划是根据国民经济发展规划及国家产业政策编制的，是国民经济发展规划的重要组成部分。文章分析了目前编制煤炭规划中存在的规划制度不健全、相关制度不协调、规划管理和编制力量不强、规划缺乏应有的法律地位等问题，并在此基础上，提出了解决赋予规划应有的法律地位、完善规划制度、稳定规划编制队伍等有关问题的思考。
