| 摘 要： | 我国新<水法>确立了国家对水资源实行流域管理与行政区域管理相结合的管理体制,但迄今我国流域体制改革任务依然艰巨,难以找准流域管理与区域管理的结合点.对此,必须要首先了解我国流域资源开发过程中所呈现的突出问题及其产生的根源,再探索出符合我国国情的流域管理与行政区域管理相结合的系统性管理机制.本文依此思路提出了流域管理与行政区域管理相结合的机制研究模型:通过评价流域资源开发所涉及的利益/风险,揭示现有流域资源开发的利益/风险分配现状;进而研究利益/风险分配导致各种冲突的作用机理,以全面揭示现有流域开发模式中的弊端及其产生的根源;再根据以上两方面,设计流域管理与区域管理相结合的机制,以实现流域综合管理的总体目标.
