| 摘 要： | 在当前新农村建设的公共财政投入过程中,存在着诸如财政投入长效机制不健全、财政投资管理体制不完善以及农村金融体制改革不到位等问题,这些问题都将在不同层面影响新农村建设中公共财政投入的有效性,为此必须改革财政投入管理体制,健全公共财政投资项目的选择机制,更深层次地推进农村金融体制改革。

| Abstract: | In the process of fiscal allocation for establishing new socialist countryside,there are many problems such as premature secular mechanism of fiscal allocation,imperfect management system of fiscal allocation,uncompleted reform of rural finance system,etc.,which will influence the efficiency of fiscal allocation for establishing new socialist countryside in different degrees.So we must innovate the management system of fiscal allocation,strengthen the mechanism of choosing projects which are invested by government and further the reform of rural finance system more deeply. |
