| 摘 要： | 从防洪工程和非防洪工程两个方面着手建立了杭嘉湖圩区防洪减灾能力评价指标体系,运用模糊综合评价法对圩区的整体防洪减灾能力进行了评价,认为杭嘉湖圩区总体上防洪减灾能力还有较大的提升空间,与杭嘉湖地区经济社会快速发展对该圩区防洪减灾能力的要求还存在距离.并据此建议加强圩区工程管理标准化建设、加强泵站的长效管理建设建立圩区灾害应急响应制度和资金筹措机制.

| Abstract: | In this paper,an evaluation index system of flood control and disaster reduction in Hangjiahua polder area is established based on flood control projects and non-flood control projects,and the overall capability of flood control and disaster reduction in the polder area is evaluated by fuzzy comprehensive evaluation method,which has comparatively huge rise space compared with the rapid economic development in Hangjiahu District. Based on the evaluation results,the proposal is put forward for enhancing flood control ability for the weak link in the polder area based on the long-term standardization management and effective emergency response system. |
