面对山西水资源紧缺的严峻形势，提出把水利作为经济社会发展的战略重点，节约、保持与合理利用水资源，更充分地利用雨水资源等几条出路。

Building Water -- saving Society to Realize Sustainable Development

This paper firstly illustrates the grim situation of water resources shortage in Shanxi Province,then,gives several measures on solving the problem of water shortage to support the sustainable development of national economy and society of our province.They are :(1)the water conservancy should be regarded as the strategy key point of the economic and social development,(2)the water resources should be saved,protected and utilized more rationally;(3)the rain resources should be used more fully,and (4)the north main stream of the Yellow Rive should the developed step by step.
