电力环保机制评估的市场外部性分析

摘    要:在市场外部性分析范畴研究了标准管制与可交易许可证两种电力环保机制,并以社会福利最优为目标进行了建模和评估。算例结果表明,模型中各种参数的不同取值代表了不同的市场环境,由此得到的临界决策曲线为监管者选择相应的电力环保机制提供了依据,因此具有较强的可操作性。

Abstract:Taking exterior characteristic analysis as a starting point in consideration, two electric power antipollution mechanisms, i.e., command-and-control mechanism and tradable emission permit mechanism, are researched, and the modeling and evaluation of the two mechanisms are carried out for the optimized social welfare that is taken as the objective. Results of numerical examples illustrate that various values of model parameters represent different market environment and for supervisors the obtained border decision-making provide the foundation to choose corresponding electric power antipollution mechanism, therefore the two mechanisms are manipulable.
