Evaluating Antipollution Mechanism in Electricity Market Considering Market Exterior Characteristic

Taking exterior characteristic analysis as a starting point in consideration, two electric power antipollution mechanisms, i.e., command-and-control mechanism and tradable emission permit mechanism, are researched, and the modeling and evaluation of the two mechanisms are carried out for the optimized social welfare that is taken as the objective. Results of numerical examples illustrate that various values of model parameters represent different market environment and for supervisors the obtained border decision-making provide the foundation to choose corresponding electric power antipollution mechanism, therefore the two mechanisms are manipulable.
