应急通信保障系统的设计与实现

应急通信保障系统是应急通信保障整体化解决方案的集中体现,涵盖了从话务预测、网络监控、性能预警到应急预案管理与自动执行、应急人员管理、应急物资调度以及应急通信保障信息实时发布等诸多功能特点,内容上包括了节假日、重大活动和突发事件所涉及的通信保障工作的关键环节。本文给出了建设应急通信保障系统的原则、目标,基于此,介绍了一种应急通信保障系统整体解决方案,详细分析了其功能特点,并以实例进行了验证。最后,总结了笔者在应急通信保障系统建设过程中的经验。
